Board of Directors

Hashmi S.E. Quazi, PhD., G.E., Chairman of the Board/Regional Manager

Dr. Quazi is the Chairman of the Board and Principal Engineer for Converse Consultants. Dr. Quazi is a registered civil and geotechnical engineer, with experience in the fields of geotechnical engineering, instrumentation installation and monitoring data analysis, earthquake engineering and construction material inspection and testing. As a long term employee, he has worked his way up through the company and now serves as a top operational manager as well as the Chairman of the Board of Directors of Converse Consultants.  Dr. Quazi is directly responsible for the quality of work, technical accuracy and profit and loss for all Southern California. Responsibilities include meeting fiscal goals, staff development, technical management and maintaining long term working relationships with major clients.  As member of the Board of Directors, Dr. Quazi participates in the overall business management and success of the firm.  He is a member of the Executive Committee responsible for the Executive functions of the Firm as granted by the Board of Directors. He is the Chairman of the Quality Assurance/Quality Control Committee responsible for maintaining consistency across the company in our deliverables.  As a member of the Professional Development Committee, he assists in targeting employee growth and potential and assisting Converse employees in reaching their professional goals.



Ruben L. Romero, MBA, Chief Financial Officer

Mr. Romero has worked for Converse Consultants since October 1989, holding numerous positions in accounting and finance. Mr. Romero is currently the Chief Financial Officer and Senior Vice President and is responsible for accounting, finance, collections and our company's information technology departments. He is also responsible for our company's vehicle fleet and services. Mr. Romero has successfully worked with many city, state and federal government audits to minimize the firm's exposure to any losses. He has also worked with many banks to receive the best credit terms and service possible. Mr. Romero attended the University of Redlands where he received his Master of Business Administration degree.



William H. Chu, P.E., G.E., Senior Vice President/Principal Engineer

Mr. Chu is a registered civil and geotechnical engineer in the state of California, as a long term Converse employee he has experience in the fields of geotechnical engineering, instrumentation installation and monitoring data analysis, earthquake engineering and construction material inspection and testing. He has worked his way up through the Converse ranks and now serves as a top operational manager as well as a member of the Board of Directors of Converse. Mr. Chu is a Senior Vice President in charge of multiple offices in California, he assumes complete accountability for the quality of work, technical accuracy and profit and loss for these offices. Responsibilities include meeting fiscal goals, staff development, technical management and maintaining long term working relationships with major clients. As member of the Board of Directors, Mr. Chu participates in the overall business management and success of the firm. He is a member of the Financial Audit Committee who are responsible for an internal review of our financial status with reports to the Shareholders, Controller and Chief Financial Officer; and a member of the Executive Committee responsible for the Executive functions of the Firm as granted by the Board of Directors. In addition to those responsibilities, he serves as a member on the Technical Media Committee and the Quality Assurance/Quality Control Committees.



Norman S. Eke, CAC, Senior Vice President/Managing Officer

Mr. Eke is a long term Converse employee that now serves as a top operational manager as well as a member of the Board of Directors of Converse.  Mr. Eke is the Managing Officer and Senior Vice President in charge of environmental offices in California. In this capacity, he assumes complete accountability for the quality of work, technical accuracy and profit and loss for these offices.  Responsibilities include meeting fiscal goals, staff development, technical management and maintaining long term working relationships with major clients.  As member of the Board of Directors, Mr. Eke participates in the overall business management and success of the firm.  He is the lead member of the Financial Audit Committee responsible for an internal review of our financial status with reports to the Shareholders, Controller and Chief Financial Officer; a member of the 401K Retirement Plan Committee responsible for overseeing the 401k Administrator, due diligence and monitoring of fund performance within the program and reports to the Board of Directors for a competitive program; and a member of the Executive Committee responsible for the Executive functions of the Firm as granted by the Board of Directors.


Kurt A. Goebel, C.E.M., Senior Vice President/Regional Manager

As a Senior Vice President and a Southwest Regional Manager, Mr. Goebel serves on the Board of Directors, helping to guide the business decisions of the company and provide for its direction and continued success. Mr. Goebel's business philosophy is simply to help clients balance the needs of their business with the regulatory requirements. He is actively involved in long term client relationships, establishing new client relationships, technical accuracy of the work, staff development, and networking in the community. Mr. Goebel is the chairman of Converse's Technical Media Committee, the Professional Development Committee, and the Executive Committee, which is appointed by the Board of Directors to manage the executive functions of the firm. Mr. Goebel is also active in the local communities supporting local businesses, charities and interacting with various community leaders. He also serves, or has served, in community positions, such as Chairman of the local Air & Waste Management Association, Chairman of the local American Council of Engineering Company's Environmental Sub Committee, and President of the Geological Society of Nevada.


Dean R. Stanphill, P.E., Managing Officer/Senior Vice President

Dean Stanphill is the Managing Officer/Senior Vice President overseeing the Sacramento, California, and Elko and Reno Nevada offices of Converse Consultants. He also provides technical guidance and business development support for solid waste projects throughout the company. He is a registered engineer in 6 states and also holds numerous environmental and material testing registrations and certifications. Mr. Stanphill is also on the regional management team for the State of Nevada. In this capacity, his primary obligation is in managing statewide projects for the Nevada Department of Transportation and the State of Nevada Public Works Board. These include major projects throughout the state, including Lake Tahoe, Searchlight, Las Vegas, Reno, Tonopah, Elko, and Ely, Nevada.


William C. Brusse, P.G., Senior Vice President/Chief Geologist

Mr. Brusse will celebrate his 20th year as a consulting geologist and Converse employee in 2008. Mr. Brusse is the Executive Vice President; the Northeast Regional Manager for Converse offices in New Jersey, New York, and Pennsylvania; and a registered Professional Geologist in Pennsylvania. Mr. Brusse is responsible the operation and management of the offices, staff development, technical management and the maintenance of long term working relationships with major clients in the Northeast Region. As member of the Board of Directors, Mr. Brusse participates in the overall business management and success of the firm. Mr. Brusse is an experienced Brownfields consultant, presented a paper (Brownfields in Small and Rural Communities) at a National Brownfields conference; and has used and provided seminars on the Pennsylvania Land Recycling and Cleanup Standards Act.

Corporate and Managing Officers

Dean E. Alford, Managing Officer/Principal Hydrogeologist

Dean Alford has a Bachelor’s and Master’s Degree in Geology/Geochemistry from the New Mexico Institute of Mining and Technology. For over 18 years he has been heavily involved in various facets of water resource evaluation and water supply development, environmental assessment and environmental management. Dean has been extensively involved with over 100 municipal, quasi-municipal, industrial, irrigation and artificial recharge wells in Nevada, New Mexico, Utah, Arizona and California; over 40 hydrographic basin analyses in southern and eastern Nevada and western Utah; 20 wellhead protection projects, and numerous other water resources projects throughout the arid west. He is a Principal Scientist and Managing Officer with Converse Consultants in Converse’s Arizona Operations, based in Phoenix, and has been with Converse since 1990.


Don J. Christiansen, P.E., Senior Vice President/Principal Engineer

Mr. Christiansen has over 25 years of progressive experience in geotechnical engineering and material testing, including more than 10 years with Converse Consultants.  He is a Vice President and serves as Managing Officer for Geotechincal Engineering and Material Testing Departments in the Las Vegas Office.  He has applied his expertise to a wide variety of projects including commercial, industrial, residential, and public works projects.   Mr. Christiansen is a member of American Public Works Association, American Society of Civil Engineers, Society of American Military Engineers, and Institute of Transportation Engineers.  He has a master’s degree in civil engineering (geotechnical), and is registered as a professional engineer in the states of Nevada and Utah.  Mr. Christiansen is active in the local community, including serving as Assistant District Commissioner for the Sunhawk District of the Boy Scouts of America.  He has 5 children and enjoys adventure travel and outdoor recreation.   


Pamela J. Keith
Secretary/Vice President Human Resources
and Risk Management

Ms. Keith has worked in Converse’s Corporate Office since July of 1992.  She currently serves as Vice President of Human Resources and Risk Management, and Corporate Secretary.  In these roles, Ms. Keith oversees administrative; human resources management, recruiting, employee benefits; and, business insurance and risk issues, as well as corporate compliance for Converse.  Ms. Keith is active with a number of professional societies that help form regulatory policies for geotechnical and environmental engineering firms, at both state and federal levels.


D. Vance Smith, Vice President/Regional Construction Manager

Mr. Smith is Vice President, Regional Construction Manager at Converse working out of the Las Vegas Office. He has over 18 years of experience in Construction Inspection and is responsible for managing a staff of over 85 technical personnel. Mr. Smith has direct responsibility for managing all Converse materials testing and inspection projects in southern Nevada and Arizona. His duties include client management and relations, directing investigations for material failures, budget management, supervision of materials testing in both the field and laboratory, review of all inspections, development of concrete mix designs, preparation of final reports and direct supervision of all project managers. His project management experience includes responsibility for projects of various scopes and sizes, including high rise structures, hotel/casino properties, commercial developments, industrial buildings, parking structures, residential developments, flood control and pipeline projects, streets, highways, bridges, and utilities, as well as some of the largest, highest profile projects in company history.


Jim Werle, P.E., P.G., C.E.M., Vice President/Chief Geologist

Jim Werle serves as Vice President and Chief Geologist working in the Las Vegas office of Converse Consultants for the past 22 years. He is a registered professional engineer in Nevada and a registered professional geologist in California, Arizona and Idaho, with more than 28 years of progressive experience in geotechnical and geological engineering. Mr. Werle earned his Masters of Science degree in Geology from Eastern Washington University with his Bachelor of Science from the University of Washington. He is an active member of the Association of Environmental & Engineering Geologists and serves as a board member on the Nevada Earthquake Safety Council.


M. Golam Kabir, P.E., Vice President/Principal Engineer

Dr. M. Golam Kabir is a Principal Engineer and Managing Officer of the New Jersey and New York operations of Converse Consultants. He has been practicing geotechnical and geoenvironmental engineering since 1992 in various private and public civil engineering projects in New Jersey, New York, Pennsylvania, Rhode Island, Maryland, Abu Dhabi and Saudi Arabia. He has worked on diversified projects encompassing geotechnical engineering and designs associated with major public and private developments, solid waste disposal facilities, brownfields development, and geotechnical and environmental site assessment and characterization studies. Dr. Kabir earned his Ph. D. from the University Massachusetts, his Masters of Science degree from Clarkson University in New York, and his Bachelor of Civil Engineering degree from Bangladesh University of Engineering and Technology. He is a licensed professional engineer in the states of New Jersey, New York, Pennsylvania and Maryland. Dr. Kabir has published numerous technical papers in journals and conference proceedings. He is a member of the Environmental Advisory Committee of the Township of Parsippany-Troy Hills. Additionally, he is the chairman of the Geotechnical Group of ASCE North Jersey Branch, and Secretary of ASHE North Central NJ section.
