Converse provides our clients with assistance through the maze of regulatory compliances issues. There are numerous permits for a variety of industries; it is a challenge for our clients to be familiar with all of them. Fortunately, Converse has a variety of diverse staff with experience in most permit applications and processes.
Waste Management and Chemical Management
Under this heading there are a myriad of services, that include solid waste management, hazardous waste minimization, assessing generator status, and hazardous materials management plans. We can help you manage your chemicals and the amount of waste you produce to help reduce costs.
Pollution Prevention Plans
There are numerous pollution prevention plans we can help you prepare, these include: Storm Water Pollution Prevention (SWPP), Spill Prevention Control and Countermeasures (SPCC), Pollution Prevention and Control (PPC), and Spill Prevention and Response (SPR). These plans are critical to the safe operation of industrial, manufacturing, and petroleum storage facilities. Specific to SWPP permits, there has been recent emphasis on these permits by EPA and State agencies. Converse can prepare your storm water plan; recommend specific BMPs, monitor contractor activities and manage your BMPs.
Construction Dewatering and NPDES Discharge Permits
Converse has been excelling in this service area due to the large number of new developments the encounter contaminated groundwater during construction. We have helped many large developers acquire their NPDES permit and provide a dewatering treatment system that complies with the requirements of the NPDES permit.
Chemical Use Reporting
There are several requirements for facilities that vary by geographic location. Some of the common requirements include Toxic Release Inventories (TRI), Risk Management Plans (RMP) for how you respond to releases, and State Fire Marshall Permits. Specific to TRIs, Section 313 of the Emergency Planning and Community Right-to-Know Act (EPCRA, or Title III of the Superfund Amendments and Reauthorization Act (SARA) of 1986) requires submission of EPA Form R, the Toxic Chemical Release Inventory (TRI) reporting form. We help you assemble the required information.
Aquifer Use or Injection Permits
There are numerous regional names for putting treated water into the ground. Permits related to some of these include; underground injection control permits and aquifer protection permits. For operations that want to extract and utilize groundwater for their operations, there are numerous state groundwater resource permits and regional river basin commissions that require permits that include an assessment of the impacts of the proposed withdrawal on sensitive receptors such as surface waters and springs. Water Treatment Facility Permits
The National Pollution Discharge Elimination System (NPDES) Phase II regulations apply to municipal separate storm sewer systems (MS4s). Converse can assist municipalities that operate MS4s with public education and outreach, public participation and involvement, illicit discharge detection and elimination, construction site runoff control, post-construction runoff control, and pollution prevention and good housekeeping programs. Converse has assisted municipalities with the development of storm water management strategies in karst settings and developed a technical standards manual for a state university to guide the design and implementation of storm water best management practices (BMPs).
Waste Management and Mining Permits
In support of the permit requirements for landfill and mining clients, we conduct a variety of activities required by various permits. Some of these include: surface emissions monitoring, statistical data validation for groundwater, certified quality assurance (CQA) monitoring for new cell construction, and preparing a host of permit applications, such as recycling centers, materials recovery facilities (MRF), transfer station (TS) and storage bin & construction & demolition (C&D) permits. For our mining clients, we assist the mining industry with the permit requirements to open and operate a mine.
Chemical Release Response
Converse works with hazmat first responders for chemical release response and for hazardous materials response up to Level B protection. We conduct soil, water and air sampling and monitoring as required for the incident response.
